Alternative Capital Financing Office at Alberta Treasury Board, where he explores with stakeholders opportunities to pursue alternative approaches to building and financing capital projects, such as public-private partnerships (P3). In the role of Assistant Project Director, Guy recently completed an assignment working on the second phase of the Alberta Schools Alternative Procurement P3 project (ASAP-II) to design, build, finance and maintain 10 schools in and around Edmonton and Calgary.

LARRY BLAIN
Larry Blain has been CEO of Partnerships BC since January 2003. Before joining Partnerships BC, Larry was an investment banker with Pemberton Securities, which was acquired by RBC Dominion Securities, which then became RBC Capital Markets. Over a 20 year period, Larry was responsible for senior coverage of major corporations and governments in western Canada, with specialization in public finance, utilities and infrastructure finance. Previously, Larry was an economist with the Bank of Canada and Director of Central Borrowing with the B.C. Ministry of Finance.

DR. JANAKA RUWANPURA
Dr. Ruwanpura has developed many planning and simulation best practices and tools that have been successfully implemented in the construction industry for project planning, risk management, productivity improvement and decision analysis. He has published over 120 technical papers in refereed journals and conference proceedings. He has also delivered over 70 workshops in the last 3 years to train construction industry personnel to use the new tools and best practices developed through his research project on “Top Ten Targets for Improving Construction Productivity.” Dr. Ruwanpura was recognized with many awards for teaching, research, service, graduate education and Internationalization.
1986. He graduated from St. Louis University with a BSc of Commerce. Currently Carl is a Managing Partner with ReproMAX Canada and through this partnership offers access to technological advancements, a research arm and unlimited distribution channels inclusive of Project Management solutions.

RANDY BROWN
Randy Brown is currently Sales Manager with Dominion Blue Digital Reprographics in Vancouver where he has been building partnerships with the local AEC professionals for over 15 years. He is an active member of the Marketing Advisory Group for ReproMAX, the largest international network of independent, innovative reprographic companies. He consults regularly with developers, architects, general contractors, and owners to display how Project Document Management Systems can increase
communication and decrease errors, saving precious time and money for their firms.

PHIL DREAVER
Phil Dreaver is a Group Director with Plenary Group and has extensive experience completing P3 infrastructure projects. He has expertise leading bidding consortia, negotiating and contracting with government sponsors under a variety of risk allocation approaches, structuring contractual frameworks with consortium partners and developing effective financing solutions. Phil played a key role in the contractual negotiations and financing of numerous P3 infrastructure projects, including Niagara Hospital, North Bay Regional Health Centre, Archives of Ontario, MGCS New Data Centre, Abbotsford Hospital and Cancer Centre, Gordon and Leslie Diamond Health Care Centre and Anthony Henday

GUY A. SMITH
Guy Smith has been active in the property development industry in a variety of roles for nearly 40 years. In 2000, Guy joined the Learning Facilities Branch at Alberta Infrastructure, where he provided capital planning and facility management advice and support to school boards in northern Alberta. DALE CARLIN

With 10 years experience in CAD Management and Mechanical Engineering and 10 years experience in reprographics, Dale has been the technical evangelist

on software used in both industries. As an active member of IRGA and Autodesk he has managed and trained users in many software applications. As the EDMS Manager – AEC Division at West Canadian, Dale has been involved in the day to day street level printing and collaborating issues with specific project coordination bringing a unique skill set to the AEC industry and West Canadian. Dale greatest passion for the last 7 years has been Project Management and Collaboration technology in guiding such projects as the Vancouver Olympic Village (Vancouver, BC), North Central Field House (Edmonton, AB) and The Bow
(Calgary, AB).

CARL SAPINSKY
Carl Sapinsky has been with the Riley’s Reproductions & Printing organization for 33 years and his past positions include Customer Service, Account Executive, Sales Manager and was appointed General Manager of the Edmonton Branches in September

BILL FORSYTH
Over his 30 years in the insurance industry, Bill has developed risk management solutions and insurance programs for clients all over the world. Working on projects as diverse as roads and bridges in Alberta to airports in Ecuador to generation plants in Australia, he has gained a great understanding of the myriad of risks and challenges involved in construction projects. Additionally, Bill has serviced the needs of all sizes of contractors and understands the different risk factors faced by contractors in the negotiation of contracts with project owners.

LYNE ERWIN
Ms. Erwin, a Senior Vice President with Marsh, has thirty years of experience in the insurance industry. Ms. Erwin is well known in Canada as the architect of many major group insurance programs designed for franchises and associations in a number of areas, including retail, government, professional organizations, not for profit sector and trade industries. Lyne is the business development leader nationally and works closely with Marsh offices. She is also the Manager, of Central Region for Programs and
Association business with a staff of 50 programs specialists.
